Focus on IMU Healthcare finance operation, planning and reporting, responsibilities includes :

Job Responsibilities

IMU Hospital Project Accounting

  • Set up Project Accounts in the IMU’s accounting system.
  • Establish the developmental budget for IMU Hospital : construction costs, Capex (medical and non-medical; fixtures & furnishing);
  • Opex (including stock and manpower).

  • Maintain and monitor project-related records, including contracts, change orders, insurances, bonds, certificates, etc.
  • Monitor project performance, determine improvement areas by developing key performance indicators for critical metrics.
  • Project budgeting and forecasting processes; administer and review all plans against actual results with a view to identify, explain and correct variances as appropriate.
  • Accurate tracking of operating costs and capital expenditure and manpower needs for Hospital project.
  • Analyze schedule and cost trends, maintain project schedule & cost forecast throughout the project including preparation of monthly cost reports.
  • Maintain the billing folders with all the appropriate documents, including expenses, invoices & reimbursable.
  • Review, verify, prepare and process consultants’, contractors’ and vendors’ claim.
  • Ensure timely payment to consultant, contractors and vendors after approval is received and all paperwork has been submitted.
  • Keeping track and verify all figures on the Project Status Report from consultant / contractor and complete Project Accounting section on a monthly basis.
  • Provide insights of project work in progress, collections, risks, opportunities and cash flow.
  • Present all financial data in a transparent way, attends project and management review to present cost & budget status.
  • Actively reviewing and recommending measures for continuous improvement in reporting processes.
  • Review, verify, prepare and process Final Accounts upon project completion and within the allocated timeline.
  • Lead & compile information as require by auditors.
  • Performing any other related functions as and when required by the management.
  • IMU Healthcare Finance (daily operations)

  • Works with CEO Healthcare and CFO IMUE to develop the Healthcare Limits of Authority manual
  • Establish monthly reporting format including financial analysis (variances against budget), and present these to the IMU management team.
  • Consolidates all business plan financial forecasts, manpower and operating costs and capital expenditure etc of existing healthcare.
  • Accountability for the yearly audited Financial Statements working closely with external Auditors.
  • IMU Healthcare (development & governance)

  • Works with CEO Healthcare and Snr Manager, ACCs, to develop the business plan and financial requirements and all necessary approvals from IMU-
  • H Board for the activation of new ambulatory care centres.

  • Works with the head of Healthcare Front Office / Business Office to develop all financial guiding policies relating to Credit Control, Collections, Billing & Cashiering, Procurement and Supply Chain.
  • Works with IMUE Finance & Procurement to develop Healthcare Limits of Authority policies & processes.
  • Works with CEO and HR Healthcare to identify recruitment criteria and performance assessment for all Finance team role holders.
  • Works with Healthcare team and Healthcare IT to develop functional specifications for Healthcare IT applications hospital information system’ and related modules in Inventory & Supply Chain and drive the procurement process and implementation of the applications.
  • Manage the interface between Healthcare Finance and IMUE Finance applications where appropriate.
  • Works with Healthcare team to develop Risk profiling and monitoring.
  • Develops the Charge Description Master or CDM for all Healthcare pricing.
  • Works with HR / Finance of Healthcare and IMUE to implement and monitor Faculty clinicians’ performance incentives.
  • Works with IMUE Finance to develop 3-year rolling CAPEX and OPEX budgets and financial forecasting.
  • Job Requirements

  • Possess professional accounting qualification such as ACCA / Bachelor’s in Accounting / Finance.
  • Minimum 5 years’ experience of running healthcare business at managerial level.
  • Hands-on working knowledge of implementation of HIS and Financial software; exposure to procurement and supply chain management.
  • Possess knowledge in Financial planning, business planning and forecasting.
  • Hands-on ability to run IRR and similar investment reviews.
