ROLE PURPOSE :
This position is required to support multiple assets across the business unit and provide Telecommunication system engineering experience and knowledge.
Assignments will range from front-end conceptual engineering, through detail engineering, procurement, site engineering, pre-
commissioning and commissioning and handover activities to stake holder.
This position shall also provide Telecommunication system interfaces for Greenfield topside facilities and brownfield tie-
in and interfaces to existing assets with respect to Engineering, detailed design, procurement, fabrication, installation and HUC supports.
Must be familiar with international codes such as IEC, ATEX, ITU-T, SOLAS, MODU, ICAO and local authorities such as MCMC, SIRM.
Initially based in the KL office for interfacing with EPCIC contractor during detailed design phase. Will roll over to fabrication yard during construction stage to provide support to Telecommunication system, fabrication, installation and site activities and ultimately to offshore platform up to completion of first gas

Assist Lead / Senior Instrument & Control Engineer in the following : -
Implementing local and international design codes and practices to comply with regulatory requirements.
Implementing company Telecommunication system philosophies, strategy and related procedures in line with current industry codes and best practices.
Review of Telecommunication system design basis, design premise, philosophies, specifications and all Telecommunication system project deliverables.
Carrying out Telecommunication system improvement opportunities for assets within the business unit.
Managing EPCIC related Telecommunication systems scope in Engineering Consultant office, fabrication yard and offshore.
Assist Lead / Senior Instrument & Control Engineer in the following engineering activities : -
Developing / updating Telecommunication system engineering requirement.
Review and input to all Telecommunication system engineering deliverables from EPCIC contractor. Ensure all deliverables are in accordance with FEED documents.
Review and approve drawings, specification, datasheets and all Telecommunication system technical documents and deliverable.
Ensure that EPCIC contractor’s deliverables are issued meeting planning & schedule requirements.
Responsible for the design, specification, sizing and selection of Telecommunication System and equipment.
Responsible for the technical interface with vendors and suppliers including the review of design deliverables and integration of vendor information into the overall facility design.
Maintain a complete record of technical deliverables and correspondence to support design decisions and Telecommunication system selection, documenting all key engineering calculations.
Review and ensure Telecommunication system architecture meeting company philosophies and specifications.
Provide Telecommunication System engineering support to other engineering disciplines, HSSE, QA / QC, construction, procurement, and commissioning.
Participate and provide discipline input in design reviews and workshops like HAZOP, HAZID, Constructability Review, PDMS Review, etc.
Participating and supporting FAT, SAT, mechanical completion testing, pre-commissioning, commissioning and start-up activities.
Assist Lead / Senior Instrument & Control Engineer in the following project activities : -
Preparing scopes of work in relation to the Telecommunication system discipline and interfaces, and review and evaluate technical submissions prior to award.
Oversee Telecommunication system scope of work performed by consultants, contractors and suppliers to ensure timely completion within cost and compliance with the Company’s technical specifications and contract or purchase order.
Management of Telecommunication System vendors to evaluate technical bids, review vendor documentation, and attend factory inspections as required.
Review and coordinate Telecommunication system works both onshore and offshore and provide instruction and guidance to construction personnel on technical issues in line with the project requirements.
Responsible for all Telecommunication activities during construction at fabrication yard, offshore platform and onshore / offshore brownfield host tie-in.
Interfaces and follow-up of Telecommunication system packages progress procured by Contractor during EPCIC stage from Procurement tracking stage up to pre-
commissioning and offshore commissioning stage as and when necessary.
Provide assistance and support in managing capital projects across Business unit.
Participate in project meetings, interface meetings and design reviews.
Provide technical support, advice and guidance to operating and maintenance personnel on piping engineering aspects of facilities.
Build Telecommunication system discipline knowledge by leveraging expertise through technical networks and consolidating technology issues into summary documents.
Raise and discuss key or critical technical issues with the Lead / Senior Instrument & Control Engineer to develop cost effective solutions, using best operating practice and current industry design criteria.
Participate in various EPCIC Telecommunication system activities, including Procurement Tracking and delivery progress meetings, Telecommunication system installation, support fabrication, inspection and testing progress meetings as and when necessary at designated location.
KNOWLEDGE, SKILLS & EXPERIENCE :
Knowledge & Qualification
A bachelors' degree in Telecommunication Engineering, Electrical / Electronic or equivalent is required.
Registered with Board of Engineers Malaysia (BEM) as a graduate engineer.
Conversant with Telecommunication system design requirements using IEC, ATEX, ITU-T, SOLAS, MODU, ICAO and other applicable codes and standards as well as relevant Malaysian authorities such as SIRIM, MCMC, Marine department Malaysia & Malaysian department of Fisheries.
Demonstrate an understanding of the full project cycle from concept development through to handover of system to stake holder.
Demonstrable knowledge of Telecommunication system design and philosophies, Telecommuncation system architecture, hardwares, Network management system, Technical system specification, Radio Room / Telecommunication Equipment Room layout.
Minimum 8 years’ experience Telecommunication system design, equipment layout and specification, including considerable practical experience in the fabrication and installation for offshore facilities.
Experience in Field instrument is highly desirable and advantages.
Experience of working as part of a multi discipline team for facilities engineering projects and / or offshore development projects.
Experience in implementing EPCIC upstream offshore projects, managing and interfacing with EPCIC contractors for offshore facilities project at yard or offshore.
Proven experience with the architecture, technical specification and application of Telecommunication system and layout within an offshore oil and gas facility, including the procurement, fabrication, Installation and commissioning requirements.
Proven track record for successful implementation of telecommunication system / equipment and interfaces with Safety / Control system Network and IT network.
